Do Small Businesses Pay VAT on Energy? UK Guide

Yes — but many small firms pay 20% VAT when they could legally pay 5%. Here is how VAT on UK business energy works, who qualifies for the reduced rate, and how to claim it. More money-saving guides in our business energy blog.

The 20% default — and the 5% exception

Business energy in the UK carries VAT at the standard 20% rate by default. That surprises many small firms, who assume their modest usage puts them on the domestic-style 5% rate automatically. It does not — the reduced rate has to be claimed.

HMRC allows a reduced 5% VAT rate for low-usage businesses under its de minimis rules — broadly, firms using under around 1,000 kWh of electricity or 4,397 kWh of gas per month. Certain charities and qualifying residential uses can also qualify. If your usage sits below those thresholds and you have never declared it, there is a good chance you have been paying 20% unnecessarily.

20% — standard

The default VAT rate on business energy bills. Applies unless you qualify for and declare the reduced rate.

5% — reduced

Available to low-usage businesses under HMRC de minimis thresholds. Must be declared to your supplier.

Reclaimable

VAT-registered firms can generally reclaim energy VAT through their VAT return, at whichever rate was charged.

Backdatable

Declared late? Suppliers can often backdate the reduced rate — worth asking about if you have overpaid.

How to claim the 5% rate

Claiming is straightforward. You complete a VAT declaration form from your supplier, confirming your usage falls within the qualifying thresholds. Once accepted, the 5% rate applies to future bills — and in many cases can be backdated, which can mean a meaningful credit.

This is also a good moment to review the rest of your bill. When we compare business electricity and business gas deals for clients, we check the VAT position as part of the audit — because a cheaper unit rate means little if you are paying the wrong tax rate on top of it.

Check your monthly usage

Look at recent bills: are you under roughly 1,000 kWh electricity or 4,397 kWh gas per month?

Ask your supplier for a VAT declaration form

Every supplier has one. Complete it honestly — it is a formal declaration to HMRC.

Ask about backdating

If you qualified in earlier periods, request the reduced rate retrospectively. Credits can be significant.

Energy VAT FAQs

What VAT rate do businesses pay on energy in the UK?
The standard rate is 20% on business energy. However, qualifying low-usage businesses can pay a reduced 5% rate under HMRC's de minimis rules.
Who qualifies for the 5% VAT rate on business energy?
Businesses using below HMRC's de minimis thresholds — roughly 1,000 kWh of electricity or 4,397 kWh of gas per month — can qualify, as can certain charitable and qualifying residential uses.
How do I claim the 5% VAT rate on my business energy bill?
You declare eligibility to your supplier, usually with a VAT declaration form. If you qualify and have not declared, you may be able to backdate the claim — ask your supplier.

Yes. VAT-registered businesses can generally reclaim the VAT charged on energy bills through their VAT return, whatever rate was applied.
Does the reduced VAT rate apply to the Climate Change Levy too?
The Climate Change Levy is a separate per-unit charge, not VAT. VAT is then charged on the bill total including the levy, at whichever VAT rate applies to you.
